Chi My Perrus has spent decades gathering experience in real estate asset acquisition, commercial lending, underwriting, and analysis. Some of this experience includes work for the Urban Investment Group/Acumen Companies, Monument Bank, and City First Bank of D.C. There, Chi processed, managed, and negotiated hundreds of millions of dollars in commercial lending deals during his banking career. Chi’s track record in banking combined with his skill set as a negotiator with lenders, investment partners, public and private stakeholders, made it a natural transition to become the Co-Founder and President of Paragon Construction Group, Inc based in Hanover, Maryland.

Launched in 2017, Paragon started out with small, single-family and row home buildouts for rent in affordable areas. This grew into multi-family projects of 20 units or less. The firm is now transitioning into affordable housing projects that are locally or federally subsidized and currently has projects valued at $15 million at various stages of development with completed projects valued at $6 million.


Chi also serves as a real estate development consultant for Howard University. In this role, he handles all due diligence including market research, pre-transaction analysis, financial strategy, and management of several campus development projects. He also created a valuable tax increment financing (TIF) model to support campus construction projects.


Chi holds a Master of Science in Real Estate from the Johns Hopkins University Carey Business School and a Master of Business Administration from the University of Maryland’s Robert H. Smith School of Business. He completed his undergraduate studies with a Bachelor of Arts in Economics from the University of Maryland College Park.


Chi sees real potential in partnering with the churches that anchor communities in the D.C. area. Many are sitting on very valuable land that continues to appreciate. Redevelopment for them in the programmatic arena can have a real social impact and allow them to continue to serve, even though their congregation base may be dwindling.

I want to take the skill set that I've developed in banking and in real estate and try earn a good living while doing something that is impactful for the community, particularly in the area of affordable housing.
