Miller Beach Development, LLC

James Forest Hayes began Miller Beach Development, LLC, 11 years ago with a focus on providing multifamily and workforce housing in underserved and sometimes overlooked communities. Providing transitional housing for veterans and others shifting from homelessness to temporary housing has led to partnerships with several public and private organizations.

James has more than 22 years of public sector experience in executive-level advisory positions for local, state, and federal government.  Most recently, he was chief liaison for congressional and federal affairs for the D.C. Housing Authority and senior advisor for the Executive Office of the D.C. Mayor Muriel Bowser. In addition to managing capital improvement projects and creating affordable housing initiatives, James has developed and executed economic development strategies valued at $500 million dollars.


James is no stranger to understanding the needs of the community and the tactful negotiation required to bring stakeholders together for successful project completion. The goal at Miller Beach is to be a facilitator of investment into neighborhoods that have been forgotten, bringing their unique insight, tools, and funding to important projects. Currently, Miller Beach is analyzing ways to bring a healthcare facility into an area in desperate need of access to quality urgent care.


James holds a Bachelor of Arts in English from Howard University and has completed certification with the George Washington University for Executive Leadership and the Economic De elopement Institute certification through the University of Oklahoma. He is currently pursuing the Executive Leadership Certification from George Washington University.


He is on the the board of the Virginia Housing Commission, chairman of the board for the Loudoun County Virginia Planning Commission At-Large, and the mayoral appointee for the District of Columbia Violence Fatality Review Committee. James is also a member of the International Economic Development Council, African American Real Estate Professionals, and vice president of the Waterford Foundation Board of Directors.
